As conejo points out, we need more context, if it is not too onerous for you, could you provide us some?

Supplied for a fee

It is hard to say without more context, but in the manufacturing industry and automotive industry, they often have 支給部品 (supply parts), that are supplied from one supplier to another. Parts that are supplied from Japan and shipped to the US or other countries are often called 日給品(日本支給部品).

Example:
OEM (customer)
Supplier A
Supplier B

The OEM requires Supplier A to buy "Product X" from Supplier B. Product X would be the 支給部品 (supply part). It depends on the arrangement: in most cases Supplier A has to buy the supply parts from the OEM, and Supplier B ships them to the OEM, who ships the parts to Supplier A as "supply parts". (In other cases, Supplier A may buy them directly from Supplier B, but it may not actually be called a "supply part" in this case.)

So depending on the context, 有償支給 could be referring to a product that is supplied from a vendor, supplier, or other company, for a fee.

The 支給部品 may be something that Supplier A includes as a part of an assembly.

Example: Supplier A assembles an air conditioning fan module that consists of 15 different parts, one of which is Product X.

(The purpose of doing 支給部品 is for OEMs to get cheaper prices by negotiating with the suppliers, instead of suppliers selling them to each other. The OEM's assumption is that the suppliers will try to jack up the prices and the OEM will end up paying more in the end if suppliers sell directly to each other.)

Thanks, Casey!
agree Kurt Hammond : Reserving further context from the asker, this sounds most likely. Something like "may be supplied for an extra charge"

Onerous Provisions

Try 'onerous provisions', or it could also be 'burdensome provisions/payments' or other variations on this theme.
