For a long time there weren't that many learners of Chinese, so bad learners' Chinese wasn't something people recognised. It all went mainstream a couple of years ago when a performer in the big Chinese New Year gala did a joke about foreigners' bad pronunciation of tones, but I haven't yet seen a standardised, instantly recognisable "bad Chinese" emerge - not in the way that using "me" for "I" lets any English speaker know "this is primitive English".
