There is also another thing that has already happened to me in my opinion:
You actually restrict a job offer to freelancers only, then you e. g. forget to enter a detail (the language pair or the date) and Proz tells you to complete.
You complete the missing information, publish the job offer and the restriction gets lost. Now the job is open for everybody.
That's like when you're buying something, you untick the box to say you don't want their newsletter, then forget to untick it after whatever glitch you encounter, then you get their newsletter for the rest of your life
Of course in this situation the company really wants you to sign up for their newsletter, but it's not in this website's interest to have you bombarded with offers from unsuitable profiles. Sounds like a support ticket might help.
